Health for Africa is a non-governmental agency that is concerned in providing quality health care services in developing countries in Africa. The agency is currently operating in the nation of Sudan but its efforts are being frustrated by the large expanse of the land. The following is a proposal on how the agency could set up a branch in the interior of the nation and change from its centralized state of conducting its services. Identified Need

The developing nations are still grappling with the low mortality rates. The chances of a child being born in these nations and successfully making to adulthood are very slim in comparison to the developed nations. The children in the developing nations are more susceptible to suffer from infections, parasitic diseases, malnutrition and the risks associated with low birth weight and high fertility. There is concern in particular for the population in the rural villages of southern Sudan.

Like other developing nations, the children are succumbing to malnutrition related diseases. This is because the lands are mainly arid leading the lack of food. This compounded by the warring factions in the surrounding areas hinders food or proper healthcare from accessing the people in the rural areas. The societies that inhabit these areas do not have clear knowledge of the nutritional requirements for their children. In essence, children rely on their mothers for their nutritional needs. This means that if the mother does not have the necessary knowledge regarding the nutrients that are of most value for the children, then the children are bound to suffer from nutritional deficiency related disease.

Building a community based mothers and infants centre in this area is of immeasurable benefits for both the community and the agency. The agency can meet its mission and objective by providing quality healthcare services to these communities. The agency will be able to reach out to these communities. Currently, the agency is based far from this region; thus, it is impossible for the agency to provide quality healthcare to these communities. Past efforts have been paralyzed because of the lack of safety while transporting both staff and equipment to and from the region. The rebels would ambush the convoy and pillage all the supplies.

Description – How the program would function when implemented

The project will involve building and establishing a Community-Based Mothers and Infants Center that will be called quality Healthcare for All Centre. The centre will be set up in juba, which is the most central part in the region. The strategic location is based upon its proximity to all the surrounding areas. The peace and security in the area is paramount for the smooth running of the health care centre. The centre will focus in providing safe delivery for the pregnant mothers; provide the necessary and basic education regarding child nutritional requirements to the mothers in the region, conduct counseling sessions for the women in the region.

The provision of these services is expected to have a direct impact on the general health of the children in the region. This is because of the direct contact between the children and their mothers and other women of the society. Because of the short budget of the project, the centre will utilize the student volunteers from a nearby medical college: Juba medical college. In return, the student volunteers will receive additional training and experience from the services they offer.

The student volunteers who excel in the training program and show proficiency in administering medical services to the patients will receive special recommendation to the national health care board for consideration for full time and permanent employment. The student volunteers will be divided into two groups. One of the groups will be deployed into the neighboring communities to perform medical check ups and conduct educational fairs in the villages they visit. The educational fairs will involve teaching the women in the villages on the effective feeding habits. They will teach on the various nutritional requirements for their children and their value.

The other half will be left at the centre to cater for the residents who opt to visit the healthcare centre for medical and nutritional advisory services.

Budget

First Year Costs (with detailed explanations)

The following is the budget estimates for the first year. The first year will take most of the funds because it will entail the establishment and setting up of the centre. The total expenses for the personnel are expected to be three hundred dollars for the first year. This will include one hundred thousand dollars for the payment of the project director who will be working on a full time basis. The centre coordinator will be working on a full time basis. He will be paid a salary of sixty five thousand dollars for the first year. The centre will also employ a volunteer coordinator who will oversee all the other volunteers. He is expected to be working on a full time basis and will be paid thirty thousand dollars on his first year of service.

A project evaluator will be employed to check on to see whether the project is meeting the expectations. He will be working on a part time basis since his services will not be required regularly. He will be paid thirty nine thousand dollars for his first year of service. The centre will require a centre assistant who will work on a part time basis. The assistant will be entitled to a pay of thirty two thousand dollars on his first year of service. The centre will also employ graphic assistant. He will be working a part time basis and will be entitled to a pay of thirty two thousand dollars for his first year of service.

Future Year Costs (FY 2 to FY 5)

FY2

For their second year of service, the personnel are expected to have three percent yearly increment of their salary. The centre will incur a cost of six thousand dollars for the acquisition of educational material. There will be a need for advertising and promotion, which take up a cost of four thousand dollars. The evaluation for the two years that the centre has been running will be three thousand dollars.

FY3

For the third fourth and fifth years of service, the centre is projected to have a three percent increment on the total costs of those for year two.

Measure of Success

The project will be evaluated on a yearly basis by the project evaluator. The evaluator will employ two strategies. These are the formative and summative evaluative strategies. The formative evaluation strategy will involve the evaluator with the help of other personnel conducting questionnaires and interviews on the members of staff of the centre and a sample of the members of the surrounding communities. The women from the surrounding communities will be asked on the topics covered during the educational fairs. They will be asked to comment on the quality and relevance of the training, teachings and the training material.

The summative evaluation strategy will involve taking a sample of the women and children in the surrounding community. The children will be taken through an intensive health check up to identify on whether there are any health changes. The women will be conducted through an exam on whether they have learnt on the various health issues and nutritional requirements for their children.

Required Changes

            The required change will involve the agency having to stop operating from a centralized position. The area that the agency is offering its services is quite large. This means that it will need to deploy health care officials to visit the communities in their households. Other branches would have to be opened up to decentralize the activities of the centre.
