Formal Report
Introduction
This report is on the implication of the Federal No Child Left Behind (NCLB) education reforms. The reforms were signed in 2002 that tied the federal aid for the schools to the school systems that met academic standards and adhered to policies set by the federal government (US Department of Education NCLB, 2013). The report is meant for my US house representative Mr. Gus Bilirakis. Various aspects that should be raised by the house representative in the congress concerning this law and which form the basis of this report includes the impact of the legislation, recommendations on what needs to be done and direct request for some specified action.
Discussion /recommendations
NCLB education reforms have benefits as well as ramifications that should be re-examined. The positive impact the legislation has is that it will trigger hard work among teachers and schools. This will enable many students to perform well thus impacting on the society. However, the law will cause some limitations. The fact that aid is given based on merit will lead to adoption of unethical practices in education that may compromise on its quality. Teachers will focus on strategies that will enable their schools to perform exemplarily and this may compromise on other aspects of the students’ life such as development of social skills. This therefore, is likely to cause challenges in the way people in society relate and socialize with one another. Another impact of the legislation is that it is likely to affect many students and families that come from low /socioeconomic backgrounds. It implies that schools that may not meet the threshold set will not benefit from the federal aid and this many worsen the situation making the students lag behind those that come from wealthy backgrounds. Therefore, the program is championing or widening inequality among the people in the society that are poor and those that are rich instead of promoting such students.
Therefore, because of these negative implications of the legislations on the school system I have various recommendations would like considered in congress. One of the recommendations is to make amendments on the laws to allow a minimum and a maximum amount of aids that should go to all the schools (Pennsylvania Department of Education, 2013). All schools are entitled to financing to be in a position to expedite their activities. An extra funding should be created to go to those schools that perform better to act as motivation for the teachers and the students as well as to ensure that all other schools that record poor performance work hard. It is also prudent for the government to understand the cause of poor performance in schools to come up with a plan that would ensure equality. Some schools may be performing poorly because of lack of enough resources, insufficient skilled teachers and such like reasons. Therefore, it is important to profile every school to determine these challenges to be able to provide specified solutions. These are the recommendations that should be taken to the congress for deliberation.
Conclusion
I also request that immediate action be taken to carry out an audit of the schools performance and to determine whether the schools have reasons that affect their ability to perform well. It is not right to come up with a blanket law that cuts across different schools and yet they are facing different challenges that require special attention. Financial aid in schools should not be discriminatory as it is the obligation of the government to provide quality education to all its citizens through financing and creation of an enabling environment.
In my opinion, I just want to emphasize the fact that the legislations passed have some flaws that need urgent amendments. The blanket laws do not put into consideration and fails to factor in the special needs of schools and it is likely to affect schools performance. Therefore, it is prudent for the lawmakers to raise these concerns to ensure that financial aid is provided fairly to all the schools to ensure that all students or schools benefit from the same. The government has an obligation to ensure equity in its distribution of resources and especially in financing.
