The Challenge: Write a small cell model ordinance.
It does not need to address macro sites, modifications or any other issue. Use any resource materials you want. Try to avoid state specific language or references to state law. Also, this should be something you would feel comfortable submitting to a jurisdiction not a wish list for wireless.
