Staffing Level Analysis & Plan

Student enrollment and staffing levels are primary factors affecting the cost of public education in our nation. From both a District-wide and building-level perspective, it is important for you to understand the role of each of these factors. This assignment is designed to provide you with a practical perspective of how these factors are connected and how they then connect to the overall financial plan for any public school system.
Each student will be required to submit a detailed plan that discusses the staffing needs of a school building. Enrollment data and student needs must be taken into account when developing the plan.
Assignment Details:
Pick a school building to use for the assignment; it should be an elementary, middle, or high school building that you have a working knowledge of or one that you have access to pertinent student and program information. Analyze the following relevant topics to form the basis for a financial management plan for staffing of a specific aspect of a school’s (i.e. elementary, middle school, or high school) curriculum (i.e. math, science, reading, special education etc.). For example, you could choose to analyze the staffing levels needed for a high school math program.
Include the following topics in your analysis:
1. Student Enrollment / Class Size – Provide student enrollment data from the building under review. Also, identify the factors in your school community that could affect enrollment and/or class size, these may include:
a. Course requests – Are the current course request offerings still valid? How will determinations be made regarding what courses to offer and discontinue?
b. Percentage of special education students– Has the special education and/or gifted student enrollment increased, decreased, or remained fairly constant?
c. English language learners needs – What are the needs of the English language learners and how are they being met in the current program design?
2. Academic Achievement / Student Performance – Provide recent data related to student achievement; PSSA, Keystone, and/or local student assessments/benchmarks.
3. Staffing Levels – Provide current staffing data from the building or department under review.
Using this data, formulate an opinion about whether or not the selected building and/or program is staffing appropriately to support the needs of the students, or if it is understaffed and/or overstaffed. If your analysis indicates that the staffing level is not appropriate, identify recommendations for improvement.
